DUNURE COMMUNITY COUNCIL MINUTES OF MEETING HELD ON TUESDAY 21 AUGUST, 2012 IN KENNEDY HALL, DUNURE, AT 7.30PM

Mr Alexander Gibson (Co-opted) IN ATTENDANCE: Mrs Thea Petticrew; Councillor William Grant; P C David Stewart, P C Philip Porter; Ms Julia Whitaker, Mr David Bett. APOLOGIES: Mr Roy Storie. ADOPTION OF MINUTES for meeting of 19 June: Proposed by Mrs D Ward, Seconded Mr P Findlay. Ms Julia Whitaker and Mr David Bett attended our meeting to make us aware of “Carrick Characters”. This is a project to link all the communities in Carrick and to raise awareness of the area and encourage tourism. Each community has been asked to suggest an “icon” which is peculiar to their area and which will help visitors to recognise the different and varied aspects of Carrick. These icons could be industrial, history, etc. There will be a Web Site for “Carrick” with all the information available on the 17 villages/communities in the area. Mr Findlay suggests better signage is needed to encourage visitors to a specific area. There was a positive reception to this and we will think about the main “icon” for our area. Wind Farm and Leader funding will be available for this project. We thanked Ms Whitaker and Mr Bett ,for their time and input here. POLICE REPORT: for the period 21 July 2012 to 21 August 2012. One case of vandalism to the park keeper's hut in the Kennedy Park. One theft of gates from Fisherton Farm. Other incidents of note: Youths playing loud music from motor vehicles, also a neighbour dispute. They were asked about the reported body found near Fisherton Burn on the shore some time ago but were unaware of this. COUNCILLOR'S REPORT. Councillor William Grant attended our meeting and will attend mall future meetings when he can. He does not have a surgery as such but can be contacted at any time on the telephone or through County Buildings. He is aware of the roads repairs about to be carried out, but the area of Carrick Place which is supposed to have been repaired has not been completed as yet. Councillor Grant asks if we are aware of the “2014 Scotland Year of Homecoming”. This year will feature Robert the Bruce and the 700th Anniversary of the Battle of Bannockburn. 5. LINK OFFICER'S REPORT: Mrs Petticrew asked Mr Gibson at what stage is he at in respect of the trees he wishes to be trimmed. Mr Gibson has ascertained that the owners are the Harbour committee but as this is a conservation area he will need special permission. Mrs Patticrew will email a copy of the form required to be completed. Advised Mrs Petticrew of the overhanging bushes on Station Road making it impossible to walk on the pavement and unsafe to walk on the road especially from the Croft to the harbour adjacent to the Waste Water Treatment Works. Mrs Petticrew will pass this on to the appropriate department. Mrs Petticrew also advises South Ayrshire Council will renew the gate at the entrance to Kennedy Park which had been damaged. Mrs Petticrew asks if we are all aware of the changes in the bin collections. Concern was raised that more fly tipping may take place if the brown bin collection is further reduced. Mr Findlay asked Mrs Petticrew how many fixed penalty notices had been issued in this respect. She will advise us on this. MATTERS ARISING: Tree Pruning - see Link Officer's report. Art Exhibition - Four of our members attended the preview and selected a winner of our prize of a Drawrite Voucher. FINANCIAL REPORT: The Auditor has now returned the balance sheet with all adjustments made. At this date we have a balance outstanding of £180.42. 8. OPEN FORUM: No member of the public was present. POLICE REPORT: Mr Montgomerie asked about last month’s farm incident and the constables could confirm this was theft of farm equipment. Apart from a minor RTA there have been no other incidents to report. Concern was expressed by members of speeding in the vicinity of the school and on Station Road. The Secretary asked for an updated list of officers stationed at Maybole. 4. COUNCILLOR’S REPORT: No Councillors present in the run up to the Election. 5. LINK OFFICER’S REPORT: 6. MATTERS ARISING: Mr Alex Gibson had filled in a Nomination form to become a member which seems not to have been received at County Buildings. However it was agreed that he should be co-opted until the end of March 2013 and this was proposed by Mr Findlay and seconded by Mr Guthrie Jubilee Beacon: An Application for funding to help this has been submitted and Mr Guthrie is taking responsibility for this on 4 June. Gala Day: Dunure Harbour Gala will take place on 23 June. Green Bin has been collected. Mrs Ward has spoken to resident with trees overhanging bus stop and post box and these have been trimmed. 7. FINANCIAL REPORT: Mr Storie has not received and further bank Statements but confirms the balance on the Administration Account amounts to £389.28 (with cheques to the value of £50 each to the Hall & Park Committee and to the Harbour Gala Day still to be deducted). Community Centre Account amounts to £620.42. 8 OPEN FORUM: No members of the public were present at this time. 9 CORRESPONDENCE:  Letter from Kennedy Drive resident about overgrown trees.  South Ayrshire Council - Planning Service - lists will be sent by email where possible  South Ayrshire Council Licensing - premises at Craig Tara.  South Ayrshire council - Olympic Torch relay letter.  South Ayrshire council Planning Reform consultation  South Ayrshire Council - can now send Minutes electronically to S A C.  South Ayrshire council - Proposed Local Development Plan - online. This will be brought to the attention of Kennedy Hall & Park Committee. • Mr Montgomerie complained about the park not being opened in the week before Easter when the weather was good. This will be mentioned as above. • Problem of dog fouling in village. • Potholes on Carrick Place – will report this. • Mr Gibson asks about the problem of trees growing too tall between the back of Arran View and Castle Road (?). • Traffic Calming in village – Mr Gibson asks for the council’s policy on this. • Are Utilities brought to task for poor road repairs? (The above pertinent matters will be passed to Mrs Petticrew, Link Officer, in the absence of any Councillors.) Dunure Beacon Lighting time

On Monday the 4th of June For the Queen’s Diamond Jubilee Lighting time for all Community Councils is 10-15pm: Her Majesty the Queen will light the National Beacon at 10-30 pm: in London We are planning to have a torch light procession from Dunure Labyrinth to Dunure Harbour for the light-up; we would like all the children to make a torch or a lantern to carry. Time of workshop for making them will be announced, We also hope to provide burgers and soft drinks. If there is anything you can add to the celebration or help out, Contact me Andy Guthrie on 500304. This event will celebrate not only The Queen’s Jubilee but The Olympic Torch coming to Ayrshire. The bonfire is being built by the Dunure Harbour committee

POLICE REPORT: There have been no further incidents of housebreaking, but P C Deans asks everyone to be vigilant as opportunists come in many forms and to ensure homes are secure. An incident of fly tipping was brought up (Coal Pit Road). The continuing problem of the school bus having to reverse into bus park was brought to us by Mrs McKinley (Head Teacher) who has already approached Dodds of Troon whose drivers only reverse if there is no alternative – cars etc parked. Mrs McKinley also wondered why the Community Police do not visit the school regularly and this comment was passed on to them. Secretary asked what the updated position of Neighbourhood Watch is. 4. COUNCILLOR’S REPORT: Awaiting the budget to find out financial position and if any change to public services. There is an election of Councillors in May. A few potholes and flooded gullies mentioned. Councillor Low gave a copy of a document which may assist in funding opportunities. This was taken by Mr Storie. 5. LINK OFFICER’S REPORT: Mrs Petticrew did not make the meeting but will be happy to be contacted by email for any issues. MATTERS ARISING: Lighthouse Mr Storie feels there is no way forward at the moment. Although a member of the Civic Society came along and gave some helpful information. Litter in Station Road has been cleared. Signs mentioned have not yet been repaired. 7. This box is covered in green algae from the overhanging trees. Mrs Ward will have a word with the new occupants. v Mrs McGinn and Mr Montgomerie attended the Youth Club Awards Evening and expressed their delight at the enthusiasm of the youngsters who received the Awards. Secretary will write to Mr & Mrs Eaglesham thanking them for invitation. v Mrs McGinn will notify South Ayrshire Council of our intention to have a Beacon for the Diamond Jubilee on 4 June. POLICE REPORT: Between 22 November 2011 and 17 January 2012 there were the following incidents: One Breach of the peace; 1 Road Traffic No insurance; one Wilful fire raising and one house breaking with intent to steal. The Community Officers again ask the public to be vigilant, and to report any suspicious vehicles which may be in the area. We commented on the two accidents to pedestrians involving vehicles in the vicinity of the local shop. We do not know if this area could be made any safer for pedestrians but asked if they would perhaps have a look at the area. 4. COUNCILLOR’S REPORT: Councillor Goldie was given a list of potholes, comments on the litter from the Waste Water Treatment Works down Station Road to the village, 30 mph sign at the foot of Station Road needing to be realigned, signpost at top of Station Road (Maidens, Ayr, Dunure) in need of repair. Also speed bumps in need of repainting also lots of road markings. 5. LINK OFFICER’S REPORT: Mrs Petticrew was given the above list, also. Mrs Ward mentioned to her that there some tiles off the public toilets roof. MATTERS ARISING: Lighthouse – No further developments here Election will take place at the end of February for all Community Council members. 7. FINANCIAL REPORT: While waiting for our Annual S A C grant the sum of £75 had to be taken out of our New Hall Account. This was an amount of £25 for the local Art Club Competition Prize and £50 towards Youth Club. This leaves a balance of £120.42 Owing to a change in bank accounts, we have had no recent balance statement. However, the amount in our Administration Account is £544.28. This is made up of a balance of £19.28 plus our Grant of £600 making a balance of £619.28. The abovementioned £75 taken out of the New Hall Account will be repaid making our Admin balance £544.28. 9 OPEN FORUM: There were no members of the public present. 10 CORRESPONDENCE: Strandline Newsletter Letter from S A C with copy of Planning Forum Outcome Report and details of next meeting on 18 February 2012. IN ATTENDANCE: Councillor Sandra Goldie; Councillor Mairi Low; Mr James Brown; P C Pratt, P C Stewart 1. APOLOGIES: Mr Philip Findlay. Mrs Thea Petticrew. 3. POLICE REPORT: During the previous two months there have been two thefts and one minor drug offence. There was a theft of heating oil, and there is also a continuing problem of scrap metal being stolen. The public are asked to be vigilant and report any suspicious vehicles and supply the local police with registration numbers if possible. 4. COUNCILLOR’S REPORT: Councillor Goldie reports that savings will have to be made over the whole Council budget. A list of potholes was passed on from Mr Storie who has again spoken of the quality of repairs which just do not last. Some repairs had broken down within two days of repair. Councillor Goldie advises that the road repairs are further behind than ever and there is very little hope of the council ever catching up. The provision of salt bins was mentioned and Councillor Goldie will pass this on. 5. LINK OFFICER’S REPORT: Mrs Petticrew was asked about the problem of bins not being emptied because the lids are not closed properly. Mrs Petticrew suggests we mention that lids should be firmly closed. The new system of blue bins being emptied every two weeks instead of every four weeks is on hold at the moment but will definitely be in operation before too long. If brown bins are not to be collected during winter months, a special emptying of brown bins will be available on request. Mr Findlay mentioned the problem of the blue bins being rather unstable in windy conditions especially as in Dunure most residents are in exposed and hilly areas. He wonders if some sort of stabilising could be incorporated into these bins. Various problems – Street light out in StationRoad, overflowing culverts also Station Road. 6. MATTERS ARISING: Lighthouse – Mr Storie has yet to have a meeting with Mr Kerr. Remembrance Sunday – Mr Findlay laid South Ayrshire Council poppy wreath, the British Legion were in attendance and everything went according to schedule. Councillor Mairi Low also attended. Mr Rankin’s Open letter re Dunure Maritime Heritage – Mr Rankin tghanked us for our reply but unfortunately he has not had any other response to his letter. 7. FINANCIAL REPORT: Closing balance at 15 November amounts to £569.28 (£50 towards Youth Club Fireworks). After our business meeting Mr James Brown gave an interesting and informative talk on the Ayrshire Pilgrim’s Trail, with a slide show. He spoke of the need to encourage tourism in the south west corner of Ayrshire, and also of the book about Carrick which had been published through the CCCF with his able assistance. Copies of the book were for sale. We thanked him for his attendance at our meeting. There being no other business, the meeting closed at 9pm and the next meeting will be held on Tuesday 17 January 2012.
