MINUTES OF MEETING ON 20 APRIL 2010:

DUNURE COMMUNITY COUNCIL

Inaugural Meeting of the Community Council following the Triennial Elections was held in Kennedy Hall, Dunure, on Tuesday 20 April 2010. Chaired by Mrs Petticrew, Link Officer.

Welcome
Mrs Petticrew welcomed everyone to the meeting, introduced herself, explained the Election had resulted in the appointment of seven members and proceeded to ask for nominations for the posts of Chair, Vice Chair, Treasurer and Secretary.
2. Election of Office-Bearers

The meeting proceeded to elect Office-Bearers and the following were nominated

Chair - Philip Findlay
Vice-Chair - Angus MacLeod

Secretary - Jean M. G. McGinn

Treasurer - Roy G. Storie

Mrs Petticrew then welcomed everyone to their new positions and handed the Chair over to Mr Philip Findlay.

3. Adoption of Minutes from meeting of 16 March 2010. Proposed Mr Rod Kruse; Seconded Mr Roy Storie.

4. Councillor’s Report: As the General Election is imminent, Council business has slowed down somewhat. There is still the problem of lack of finance to tackle road repairs to name but one area. Councillor Goldie was congratulated on getting at least some of the potholes attended to and we hope this is ongoing.

5. Link Officer’s Report: Mrs Petticrew has contacted various persons in respect of the Labyrinth. The area where the labyrinth is situated comes under a SSSI. Advice has also been sought from planning department. At the end of the day we will have to get the steps made safe, and there may be an alternative route to these. Mr Guthrie is at the moment seeking funding for the hand rail, and Mrs Petticrew will help with materials for the steps and see if she can ger someone to construct these.

Mrs Petticrew advises that her department has been looking into ownership of grass areas which the Council have historically kept tidy. Owing to cut backs of money and labour, anything which does not belong to South Ayrshire Council will no longer be cut. This will not affect Dunure.

6. MATTERS ARISING:

Sewage in Kennedy Park: Email from Alan Ferguson Scottish Water. 12 Castle Drive still connected to old outfall. This will be complete within 4 - 6 weeks.

Wall bordering park: This has now been satisfactorily completed.

Toilets: Mrs Petticrew hopes to have matter resolved soon.

Fisherton School: Mr Guthrie took some of the children on a successful beach clean. Mrs McGinn has arranged to have some of the older children draw Fisherton Church for the Church Newsletter. Mr Guthrie has also been asked about the children helping to tidy up the Butterfly Garden.

7. FINANCIAL REPORT: Mr Storie distributed draft copies of the financial report for Audit. At the end of the financial year we have in our Admin Account the sum of £32.24 which will be enough to cover the Audit expenses. £2493.07 is in the New Hall Account.

PLANNING APPLICATIONS:

Burton Farm - change of use derelict outhouses to form garages.

1 Burton Cottage - Erection of Garage.

DECISIONS:

REFUSED: Erection of house at Glenecho Cottage, Croy.
PERMITTED: Balig Farm - Certificate of lawfulness for existing caravans.

9. ANY OTHER BUSINESS

Shrubs in gardens east side of Kennedy Drive: Secretary explained that on the west side of Carrick Place, shrubs are overhanging the road. These are from the Kennedy Drive gardens, and a resident has already reported this as cars travelling along Carrick Place are getting scratched. Mrs Petticrew will see what she can do here.
Fence on road side below “dairy”. This fence has collapsed (posts rotten) and Mrs Petticrew will get roads dept to look at this.
Helicopter: This has again landed in Kennedy Park, and been reported to police and Altantic House. We are concerned about the safety aspect here as this is a public park and should not be used for this purpose.
Letter from David Squires re Brown Carrick View Indicator: No-one could give much information here so Secretary will send copy of letter and photograph to Mrs Petticrew and Councillor Goldie to see if they can help.
Kennedy Park: Mr Guthrie asked the Community Council’s opinion on a proposal to allow an ice-cream van into the park. While this seems an idea worth considering, it was pointed out that this has never been allowed before. It could result in an increase in litter, and would be in competition with our local businesses. Secretary will write to Kennedy Hall & Park Committee with our comments.

Mrs Dorothy Ward was co-opted on to the Community Council until end of March 2011. This was proposed by Mr Guthrie, Seconded by Mr Adam Montgomerie.

Meeting closed at 9.00pm. Date of next meeting will be Tuesday 18 May and will be the Annual General Meeting.
