POLICE REPORT: There have been no incidents other than a query from the public about campers who, when the police came to look for them they had moved on. Apparently it is not llegal to camp in an open space for up to three days (or nights). 4. COUNCILLOR’S REPORT: Nothing much to report at this stage. Cuts do not appear to be as bad as anticipated. Mr Storie mentioned more problems with holes in the road (A719) but we are aware this is ongoing. 30mph road sign had been turned round – Mr Findlay will see if he can reposition this. 5. LINK OFFICER’S REPORT: Mrs Petticrew has nothing to report other than it is a struggle to keep things going in her department through reduced resources. MATTERS ARISING: Concern has been raised over the overgrown state of some gardens in the area. Mrs Petticrew confirmed if this property not council owned nothing much can be done except to contact owner and mention this problem. 7. FINANCIAL REPORT: Closing balance at 20 September which includes Administration Grant of £600 amounts to £619.28 New Hall Account stands at £170.23 from which account £25 has been taken for reimbursement of Drawrite Vouchers. 9 OPEN FORUM: There were no members of the public present. 10 CORRESPONDENCE: Ÿ Email from School - anything we would like to put into their next community newsletter? ANY OTHER BUSINESS: · An open letter was received from Mr Hobson Rankin asking for a discussion on Dunure’s maritime and heritage and Dunure Youth. He is asking why there are no rowing or sailing activities in Dunure. This was discussed and we will write to Mr Rankin asking if he has been in discussion with Harbour Association and also whether there are any youngsters who are pupils of Carrick Academy already involved or showing interest in this. The Health & Safety Aspect would also have to be discussed with Harbour. · Mr Guthrie has received a letter from Brodies re the Harbour Foundation. Further applications for this Bursary should be forwarded direct to Edinburgh. Mr Guthrie will put a copy of this letter on the Notice Board. · Mrs Ward advises that the Time Capsule which has to be inserted into the wall at the harbour must be in place before the end of the year. At the moment they are considering what items should be placed in this. · Lighthouse – Mr Storie is hoping to have a meeting with Mr Cameron Kerr ion the near future. POLICE REPORT. There was no serious crime to report.

COUNCILLORS’ REPORTSCouncillor Goldie reported on the current thinking concerning the need to improve community councils through more local governance. There might be a need for new local responsibility/involvement in financial arrangements. The greater role which Maybole was endeavouring to play in the running of many of its own services was cited as a possible way forward.The subject of the roads came up and our Chairman took the opportunity to express our thanks for the upgrading of the section of the A719 between Haven Craig Tara and the Laigh Kyleston Farm Park, though the treasurer felt it necessary to draw attention to other defects. The substantial pothole on the southbound road just north of Fisherton P.S. and also those at the S-bend at the bottom of the hill on Station Road were mentioned. [the former was repaired within the week following the meeting]mCouncillor Low brought up the subjects of energy referencing “Community Energy Scotland”, and a “Fuel Poverty” conference in Glasgow on the 7th.July. A leaflet on the former was available, and info. on the outcome of the latter would be available if desired.

LINK OFFICER’S REPORT Mrs. Petticrew indicated that because several members of her department were currently suspended her own work load was inevitably much greater and that her future attendance at Dunure C.C. would suffer as a result. At present items which we had drawn to her attention had been dealt with.

MATTERS ARISING Following our Chairman’s above remarks regarding the A719 upgrade, our Secretary would be asked to write expressing thanks to Janice Kelly of the Roads Department.

FINANCIAL REPORT The treasurer circulated copies of the audited financial report. Our D.C.C. Account has a balance of £49.28, and the Community Centre Account stands at £195.42. The Audit fee of £30.00 had been forwarded. This would leave a balance of £19.28 in our account.

OPEN FORUM There was discussion relating to the cost effectiveness of wind turbines, and how much benefit there was for those feeding into the National Grid.

Roy Storie drew attention to the fact that there was to be a site visit to look at the proposed Croy Brae development.

There was a request from Margaret Masterman to see if we would again be willing to donate a prize voucher for the Art Class annual exhibition. A £25 voucher would be purchased. [ Several D,C.C. members later attended the opening night of the show and the prize was awarded to Mrs.Diane Gardner]

Andrew Guthrie requested that SEEPA should re-erect their water quality notice board. [ As we were leaving the Hall it was noted that this had already been done]

Dorothy Ward reported back on her worthwhile and interesting visit to the Carrick Community Council Forum. A sum of £500 was to be made available for each of the smaller local C.C.s. It was felt that there was a greater need to promote South Carrick and develop more of its tourist potential. The joint Carrick Council would cover any future printing costs.

CORRESPONDENCE This was duly dealt with. It was noted that the notification of Tenants and Residents Forum was now out of date. The meeting closed with a vote of thanks to the Chair, who indicated how much we had missed Jean’s expertise.

Before the commencement of our meeting, Mr Peter Mason, Maybole C C spoke on the benefits of our joining the Carrick Community Councils Forum. He advised that there are 11 Community councils in South Carrick, and if we work together it is to our advantage. He also commented on the fact that there is Wind Farm money and other grants available for projects subject ot approval. We have previously been unable to have a representative attend these meetings in Girvan, but Mrs Dorothy Ward has agreed to attend these meetings.

3. POLICE REPORT: P C David Kavanagh attended the meeting and introduced himself as he is new to the Maybole Police Office. The biggest problem at the moment is the theft of metals and also heating oil and he asks that everyone be vigilant and report anything deemed to be suspicious.

4. COUNCILLORS’ REPORT: Councillor Mairi Low spoke (as did Mr Mason) on encouraging tourism to the south west corner from Ayr south which is a beautiful area but often forgotten about. Councillor Low has also visited the police nerve centre in Glasgow to where all our telephone calls are directed. This centre along with CCTV should be an improvement in fast response to incidents.

5. LINK OFFICER’S REPORT: Mrs Petticrew gave her apologies and asks if we email any queries we might have

6. CHAIRMAN’S REPORT: I have enjoyed my first year as Chair of Dunure Community Council.

The first big issue which was continued from the previous year was Balig Farm application for a Holiday Park, which was eventually turned down by the Scottish Parliament.

Probably our main concern has been the condition of the roads, and we eventually had a representative from the roads department at our last meeting. The worst stretch of the A719 is between the Farm Park and Perryston and we were assured this would have a proper resurface job done in the near future.

Mr Kruse has agreed to be our Vice Chair and has also taken over our Website and Mrs Ward is now a full member of our Community Council. Thank you to both.

We are still two members short and should try and recruit to get us back up to full strength.

I would like to thank our Councillor Sandra Goldie and Councillor Mairi Low for their attendance and assistance in our endeavours, and of course our Link Officer,

Mrs Thea Petticrew. Their expertise makes our job a lot easier.

Thanks also to all our members for their commitment and attendance over the year, not forgetting Mr Storie our very able Treasurer and Secretary Mrs Jean McGinn.

8. FINANCIAL REPORT: Mr Storie presented draft Statement of Accounts which showed that at the 31 April 2011 we had a balance of £49.27 which leaves sufficient funds to pay for the audit of accounts.

Concerns expressed about the construction of a new access to Fisherton Farm which is unmade and during wet weather mud and stones are being washed onto road. Councillor Low will look into this.

Mrs Ward asks about the feasibility of speed bumps at the foot of Kennedy Drive. We explained we had looked into this on previous occasions without success, but Councillor Low will find out the up to date rules on speed bumps.

The meeting closed at 9.15pm and the next Meeting will take place on Tuesday 21 June 2011 at 7.30pm. There will be no meeting in July.

Ms Janice Kelly, Team Leader - Operations (Roads Department) attended our meeting and answered numerous questions on road maintenance. In advance of her visit we sent her some points raised by Mr Storie. This was replied to be email and Ms Kelly elaborated on the comments during her visit. She did also confirm that the area near Farm Park will be resurfaced earlier that the scheduled date of October 2011.

RE: LOCAL ROADS COMMENTS AND QUESTIONS

Station Road from 30mph signs to Harbour Road near to Kennedy Drive.

&

A719 – Farm Park at Laigh Kyleston to entrance of Perryston.
I can confirm that the section of carriageway at the A719 Laigh Kyleston is scheduled for resurfacing this financial year.

During 2010 the roads service identified a number of sites that had previously received preparatory works for the procedure of surface dressing. The site in question was one of those areas that had previously been prepared using a screed of material to remove the surface defects with a view to returning within a two year period to apply the surface dressing treatment. This is standard practice for this treatment.

For this process the Roads service tendered a contract for the bituminous emulsion which was subsequently won by Colas Ltd. The process of application was then undertaken by our in house contractor.

The works at this location were carried out between 5-10 August 2010. On completion of the works there was no indication of any failure. The works themselves were supervised by our Depot manager and Technical Officer to ensure the process of application was applied correctly. Advance warning by the means of temporary signage was left out advising of No Road Markings and 10mph speed limit. Suction Brushing was carried out on completion of the application with further brushing being carried out as required. Road Marking renewal was instructed on 31 August 2010. Brushing and monitoring by our in house contractor has continued since the problem was identified.

There is no doubt that there has been a failure in the treatment, due to the chip loss, which could

have been due to a few contributory factors such as;
1. Weather on day of application was “showery” and may have contributed to early failure.

2. Works were carried out late season but within the recommended period.

3. Unrestricted traffic speed through works is a likely contributory factor in the early failure. We are always under pressure to fully open primary routes to vehicular traffic as soon as possible however the timescale for this is now under review.

4. It should be noted that although the existing road surface appeared to have little wrong with it, it had reached a stage where intervention was necessary to restore waterproofing and hence reduce the rate of further deterioration

5. More substantial works would have been the preferred option but this section did not appear on the priority list for resurfacing works. It was anticipated the treatment applied would prevent further deterioration of existing road surface until funds were available for hot rolled asphalt resurfacing. The cost of the subsequent works was £5145.

6. Further brushing/monitoring has continued since failure was identified.

It should be noted that the location in question is inspected on a regular basis regarding chip loss.

I trust this clarifies the point raised in Question A, in that these resurfacing techniques are standard and, in ordinary circumstances, fit for purpose.

With regards Question B, South Ayrshire Council has a duty to repair, as soon as possible, all defects reported to it or as arises during inspection. Therefore it is necessary to react to these defects by way of pothole repair patching. Due to financial restrictions we are unable in most cases to undertake a complete repair of all sites. With a limited budget available for resurfacing works we are unable to meet all the aspirations of our customers. This means the Roads staff and the Council are faced with the very difficult decisions about what roads should be included in the current programme and what can be safely left until more funding is made available.

The majority of works carried out are planned maintenance and are determined by the scoring matrix sheets, as part of our Carriageway Resurfacing Scheme Priority System. As this is a fairly new system, only a small percentage of our roads have been assessed to date. The inspectors are initially assessing the roads in their areas that are in the worst condition. Over time, all roads will be assessed so that we can formulate a long-term maintenance plan for our network as a whole and this is prioritised as through:

i) regular inspections of the entire road network which note safety defects, general condition and

assessment of likely deterioration over the coming 3 year period.

ii) analysis of the frequency of repairs

iii) level of use

Safety defects on the road network are identified through regular inspections and categorised for repair using the Roads Risk Matrix from the Well-maintained Highways Code of Practice for Highway Maintenance 2005.

Unfortunately, there are many road and footway resurfacing requests and needs which cannot be accommodated within the available budget.

Please be advised that we will continue to monitor and repair the roads and footways in your area until such times as we are able to carry out any resurfacing works.

Finally, in response to Questions C & D in the letter regarding the monitoring of workmanship and apparatus of public utilities and private contractors. I can confirm that within the new Roads Structure, a new Public Utility Inspector post has been created which should highlight any defective apparatus or failed reinstatements and improve the overall quality of reinstatements carried out by the all Public Utility Companies and Private Contractors. Such companies are liable for their apparatus and workmanship in the public road and this new inspector post is aimed entirely at resolving such issues as mentioned in your letter.

2. Adoption of minutes for meeting of Tuesday 15 February 2011 Proposed by Mr Rod Kruse; Seconded Mr Andy Guthrie.

3. POLICE REPORT: P C McMorran reported three incidents at Craig Tara which involved the police. There had indeed been two reports of heating oil having been stolen in the village and she asks that everyone be vigilant. Also to be aware that because of high value of scrap metal, this is being stolen from various places. Some of the perpetrators have been wearing high visibility jackets to look as though they are genuine workmen. Anything suspicious should be reported immediately.

4. COUNCILLORS’ REPORT: No Councillor present at this meeting.


5. LINK OFFICER’S REPORT: Mrs Petticrew not present but to contact her if need be.

6.. MATTERS ARISING:


Harbour Anniversary - We were hoping for an update from Mrs Ward but as she was not present at the meeting, we will perhaps hear more next month. On this matter Mr Storie suggests we buy some “clip” frames to help with the displays for the Harbour Exhibition which will take place in the Kennedy Hall.

Fixed Penalty Notices - Mrs Petticrew advised the following requested by Mr Findlay:-

I can report that for the Q3 period October-December 2010 the following Fixed Penalty Notices were issued : 31 x Section 88 Littering. 1 x Section 33a Fly- tipping. And for the Q2 period July-September 2010 the following Fixed Penalty Notices were issued : 14 x Section 88 Littering. 6 x Section 33a Fly-tipping.
Mrs Petticrew also gave a link to South Ayrshire council Web Site which lays out the criteria for special uplifts of waste.

Roads - Mr Kenny Dalrymple will attend our next meeting on 19 April to talk on this subject.

7. FINANCIAL REPORT: The balance at 15 March 2011 amounts to £403.18Community Hall Account £2494.98.

Secretary suggests now might be the time to give the Kennedy Hall & Park Committee a loan to help complete the roof repairs. Mr Storie will look into this.

Mr Storie suggests a donation to help with the Church Newsletter; donation to Youth Club; to the harbour to help with Anniversary Celebrations.

Celebration of Dunure Harbour Bicentennial

Celebration of Dunure Harbour Bicentennial

On 6th May 1811 King George III signed the Act of Parliament for

erecting and maintaining a Harbour, and Works connected therewith, at Dunure, in the County of Ayr

thereby allowing the owner, Thomas Kennedy of Dunure, Esquire, to levy Duties upon vessels entering the Harbour and levy Rates upon Commodities which shall be exported or imported in the Vessels..

This May, 200 years later, we will be celebrating the event.

The whole village is awash with ideas and volunteers are busy planning our celebration week which starts on Sunday 15th May. Throughout that week there will be an Exhibition, in the Kennedy Hall, of Dunure and its’ Harbour through the ages. It will include Charts, Maps, Fishing Boats, Fishing Methods, Displays of Memorabilia etc. and all things Seafaring. A detailed Programme of Activities will be available shortly.

On Friday 20th May the focus in the day will be on children and parents. Our Boats and Harbour will be dressed and ready to show off crafts such as Knotting, Fishing Net making, Rope splicing and Lobster Pot making. There will be Story Telling, Traditional Music and Games like hopscotch and skittles. Watch out too for Magicians. In the evening there will be a quiz on Local Knowledge and History in the Dunure Inn followed by a musical gathering - bring along an instrument if you have one.

Saturday 21st May is the main day and our harbour will be buzzing with activities. Everyone will be encouraged to be in traditional costume. We already have access to quite a lot but hopefully there will be activities, in the lead up to the Festival, making up more especially for the school children.

In addition to the official opening there will be a mock re-enactment of the Charter of Ownership being landed by boat and formally presented to

Thomas Kennedy of Dunure, Esquire, his Heirs, Successors, and Assignees, who are empowered to put the Act in Execution.

Throughout the day there will be live staged music and wandering minstrels entertaining the crowd with their version of sea shanties.

There will be a beer tent, barbeque, and a traditional cooking. For the more genteel there will be tea, coffee and cakes.

Children’s games and entertainment have been organised. Raft races and tug-o-war in the Harbour.

In the evening we will be entertained by the Carradale Player with a diverse range of activities using film, drama and music. The night will climax with a village ceilidh and a flash, bang, wallop fireworks display at midnight.

3. POLICE REPORT

: Only two minor incidents, one being a road traffic accident. Asked P C to find out if there have been any reports made to them about the loss of heating oil in the village. Mr Guthrie reported a broken window in the disabled toilets in Kennedy Park which was obviously deliberate.
4. COUNCILLORS’ REPORT

: Cuts may not be as bad as first feared. The branch library will remain where it is at Forehill.
Road condition again discussed and Mr Findlay asked about the cost effectiveness of using inferior materials which results in potholes having to be filled again and again. Mrs Petticrew suggests we contact Kenny Dalrymple and ask him to attend a meeting to explain the roads departments policy.

Regarding the entrance to the Waste Water Treatment works which Councillor Goldie had queried with Scottish Water, Mr Guthrie confirmed that Mr Morton will now be building a wall to complete this area.

5. LINK OFFICER’S REPORT: There was a query from a member of the public regarding household waste being taken to Heathfield Depot in a van. As this is deemed to be commercial, the operators take the reg. number of such vehicles. Mrs Petticrew will find out about special concessions for people on benefits etc.

Mr Storie mentioned the amount of litter in lay-by on A77 adjacent to Holmston Roundabout. Mrs Petticrew is hoping to get more people on community service to litter pick these areas. She points out while Amey is responsible for maintenance and grass cutting, South Ayrshire Council is responsible for litter picking.

Mr Findllay asked how many fixed penalty notices were actually issued for fly tipping etc. Mrs Petticrew suggests if anyone witnesses incidents, they should take reg. number and report it immediately.

6.. MATTERS ARISING:

Lighthouse -

Letter received (by email) from Mr Murphy. He is no further forward with volunteers for the fund raising of lighthouse fund. However, is positive about the Bi-Centennial celebrations which are going ahead. Mrs Ward also filled us in with the progress being made. This will be over a week-end (15 May) with an exhibition in the hall over a week. The school will also be involved.
Carrick Hill Viewpoint -

Secretary has passed email (Councillor Low/Neil Feggans) to Mr David Squires and asks that he replies direct. Mr Squires had already written to Alison Nelson (S A C) but had never received a reply.

3. POLICE REPORT: Only one reported incident in the area over the previous two months.

4. COUNCILLORS’ REPORT: Again discussed the condition of the roads with Councillor Goldie but while she will do what she can regarding the pothole adjacent to Fisherton School, and other areas, she feels sure we are aware of the lack of funding for the roads generally.

An email was received by her from SWS in reply to her query about the ongoing problem with the temporary fence at the entrance to the Waste Water Treatment Works. Alan Ferguson of Scottish Water states they have no further interest in this and suggests we contact the owner of the land.

Councillor Mairi Low was asked to try and get British Legion on board with the Remembrance Sunday laying of wreaths as there has been a problem of non-communication here over the last two or three years.

Mr Findlay asked the Councillors to query a proposal by the Government re the capping of fuel prices in remote and rural areas.

Secretary again has had an email from David Squires who is concerned about the brown Carrick View Indicator. The brass plate has been removed at some time and Mr Squires would like to know who is responsible for maintenance etc.

5. LINK OFFICER’S REPORT: Mrs Petticrew was absent and there were no issues to bring up.

6.. MATTERS ARISING:

Lighthouse - As the Harbour Association have not made any progress towards a “lighthouse” subcommittee, and Mr Storie’s letter to the Chairman has been unanswered, Secretary will again write asking their intentions.

Because the Harbour will be 200 years old this year, Mrs Ward is holding a meeting in Kennedy Hall on Friday 28 January to generate interest in a special celebration of the harbour, and hopes there will be a good turn out to her meeting. She has distributed flyers throughout the village.

Community Hall Account - Kennedy Hall & Park Committee are at the moment applying for more funding towards this from Ayrshire Leader.

Website - Mr Kruse has now minutes up to date and we are considering what other content we may upload.

2. Adoption of minutes for meeting of Tuesday 19 October 2010

3. POLICE REPORT

: Only one reported incident of a break-in to premises. P C asks that we email all officers based at Maybole with minutes of our meetings and this will keep everyone informed as they hope they will always be able to have a representative attend our meetings. This was agreed.

4. COUNCILLOR’S REPORT

: The problem of parking on pavements by cars and other vehicles was again mentioned as this is can cause inconvenience to pedestrians. Again spoke of the problem with Scottish Water and the uncompleted entrance to the Treatment Works. Councillor Goldie will contact Alan Ferguson of SWS for his comments.
Discussed with Councillor Low the problem we have with the British Legion and their attendance at Dunure Cemetery on Remembrance Sunday. Even though they had arranged to be at Dunure Cemetery at a time of their choosing, they arrived early and left before the appointed time and just as Rev Arrick Wilkinson was arriving. Councillor Low will get back to us on this matter.



5. LINK OFFICER’S REPORT: Mrs Petticrew advised that the park benches had been delivered, and Mr Guthrie could tell us that they have been installed in the park, and delighted to get them.



6.. MATTERS ARISING:

Lighthouse -

As far as we are aware, the Harbour Association has not yet set up a separate “Lighthouse Committee”. While Mr Guthrie and Mr Storie are more than happy to be on this Committee and help in any way they can, it is the responsibility of the Harbour Association to get the lighthouse in a proper state of repair. We understand this is part of their constitution. At the time of our meeting Mr Storie has not had a reply to his recent letter. All the while the Lighthouse, which is a prominent landmark and part of our heritage, is deteriorating to such an extent that we may end up without this integral part of our harbour and village.
Community Hall Account - Work

on the roof has now commenced, and the money will be transferred from the Community Hall Account eventually.

Mr Kruse is now moving forward with this project, and we hope to have further details next meeting.
Home Insulation Project:

This seems to have been completed and some residents were able to take up the offers available. Whether it was a worthwhile exercise we shall no doubt hear in due course.

expressed his horror that South Ayrshire Council were prepared to spend a large amount of money to bring a second placed X Factor singer to switch on Christmas Lights in Ayr during a time of financial constraints.
