POLICE REPORT: There have been no further incidents of housebreaking, but P C Deans asks everyone to be vigilant as opportunists come in many forms and to ensure homes are secure. An incident of fly tipping was brought up (Coal Pit Road). The continuing problem of the school bus having to reverse into bus park was brought to us by Mrs McKinley (Head Teacher) who has already approached Dodds of Troon whose drivers only reverse if there is no alternative – cars etc parked. Mrs McKinley also wondered why the Community Police do not visit the school regularly and this comment was passed on to them. Secretary asked what the updated position of Neighbourhood Watch is. 4. COUNCILLOR’S REPORT: Awaiting the budget to find out financial position and if any change to public services. There is an election of Councillors in May. A few potholes and flooded gullies mentioned. Councillor Low gave a copy of a document which may assist in funding opportunities. This was taken by Mr Storie. 5. LINK OFFICER’S REPORT: Mrs Petticrew did not make the meeting but will be happy to be contacted by email for any issues. MATTERS ARISING: Lighthouse Mr Storie feels there is no way forward at the moment. Although a member of the Civic Society came along and gave some helpful information. Litter in Station Road has been cleared. Signs mentioned have not yet been repaired. 7. This box is covered in green algae from the overhanging trees. Mrs Ward will have a word with the new occupants. v Mrs McGinn and Mr Montgomerie attended the Youth Club Awards Evening and expressed their delight at the enthusiasm of the youngsters who received the Awards. Secretary will write to Mr & Mrs Eaglesham thanking them for invitation. v Mrs McGinn will notify South Ayrshire Council of our intention to have a Beacon for the Diamond Jubilee on 4 June. POLICE REPORT: Between 22 November 2011 and 17 January 2012 there were the following incidents: One Breach of the peace; 1 Road Traffic No insurance; one Wilful fire raising and one house breaking with intent to steal. The Community Officers again ask the public to be vigilant, and to report any suspicious vehicles which may be in the area. We commented on the two accidents to pedestrians involving vehicles in the vicinity of the local shop. We do not know if this area could be made any safer for pedestrians but asked if they would perhaps have a look at the area. 4. COUNCILLOR’S REPORT: Councillor Goldie was given a list of potholes, comments on the litter from the Waste Water Treatment Works down Station Road to the village, 30 mph sign at the foot of Station Road needing to be realigned, signpost at top of Station Road (Maidens, Ayr, Dunure) in need of repair. Also speed bumps in need of repainting also lots of road markings. 5. LINK OFFICER’S REPORT: Mrs Petticrew was given the above list, also. Mrs Ward mentioned to her that there some tiles off the public toilets roof. MATTERS ARISING: Lighthouse – No further developments here Election will take place at the end of February for all Community Council members. 7. FINANCIAL REPORT: While waiting for our Annual S A C grant the sum of £75 had to be taken out of our New Hall Account. This was an amount of £25 for the local Art Club Competition Prize and £50 towards Youth Club. This leaves a balance of £120.42 Owing to a change in bank accounts, we have had no recent balance statement. However, the amount in our Administration Account is £544.28. This is made up of a balance of £19.28 plus our Grant of £600 making a balance of £619.28. POLICE REPORT: During the previous two months there have been two thefts and one minor drug offence. There was a theft of heating oil, and there is also a continuing problem of scrap metal being stolen. The public are asked to be vigilant and report any suspicious vehicles and supply the local police with registration numbers if possible. 4. COUNCILLOR’S REPORT: Councillor Goldie reports that savings will have to be made over the whole Council budget. A list of potholes was passed on from Mr Storie who has again spoken of the quality of repairs which just do not last. Some repairs had broken down within two days of repair. Councillor Goldie advises that the road repairs are further behind than ever and there is very little hope of the council ever catching up. The provision of salt bins was mentioned and Councillor Goldie will pass this on. 5. LINK OFFICER’S REPORT: Mrs Petticrew was asked about the problem of bins not being emptied because the lids are not closed properly. Mrs Petticrew suggests we mention that lids should be firmly closed. The new system of blue bins being emptied every two weeks instead of every four weeks is on hold at the moment but will definitely be in operation before too long. If brown bins are not to be collected during winter months, a special emptying of brown bins will be available on request. Mr Findlay mentioned the problem of the blue bins being rather unstable in windy conditions especially as in Dunure most residents are in exposed and hilly areas. He wonders if some sort of stabilising could be incorporated into these bins. Various problems – Street light out in StationRoad, overflowing culverts also Station Road. 6. MATTERS ARISING: Lighthouse – Mr Storie has yet to have a meeting with Mr Kerr. Remembrance Sunday – Mr Findlay laid South Ayrshire Council poppy wreath, the British Legion were in attendance and everything went according to schedule. Councillor Mairi Low also attended. Mr Rankin’s Open letter re Dunure Maritime Heritage – Mr Rankin tghanked us for our reply but unfortunately he has not had any other response to his letter. 7. FINANCIAL REPORT: Closing balance at 15 November amounts to £569.28 (£50 towards Youth Club Fireworks). After our business meeting Mr James Brown gave an interesting and informative talk on the Ayrshire Pilgrim’s Trail, with a slide show. He spoke of the need to encourage tourism in the south west corner of Ayrshire, and also of the book about Carrick which had been published through the CCCF with his able assistance. Copies of the book were for sale. We thanked him for his attendance at our meeting. POLICE REPORT: There have been no incidents other than a query from the public about campers who, when the police came to look for them they had moved on. Apparently it is not llegal to camp in an open space for up to three days (or nights). 4. COUNCILLOR’S REPORT: Nothing much to report at this stage. Cuts do not appear to be as bad as anticipated. Mr Storie mentioned more problems with holes in the road (A719) but we are aware this is ongoing. 30mph road sign had been turned round – Mr Findlay will see if he can reposition this. 5. LINK OFFICER’S REPORT: Mrs Petticrew has nothing to report other than it is a struggle to keep things going in her department through reduced resources. MATTERS ARISING: Concern has been raised over the overgrown state of some gardens in the area. Mrs Petticrew confirmed if this property not council owned nothing much can be done except to contact owner and mention this problem. 7. ANY OTHER BUSINESS: · An open letter was received from Mr Hobson Rankin asking for a discussion on Dunure’s maritime and heritage and Dunure Youth. He is asking why there are no rowing or sailing activities in Dunure. This was discussed and we will write to Mr Rankin asking if he has been in discussion with Harbour Association and also whether there are any youngsters who are pupils of Carrick Academy already involved or showing interest in this. The Health & Safety Aspect would also have to be discussed with Harbour. · Mr Guthrie has received a letter from Brodies re the Harbour Foundation. Further applications for this Bursary should be forwarded direct to Edinburgh. Mr Guthrie will put a copy of this letter on the Notice Board. · Mrs Ward advises that the Time Capsule which has to be inserted into the wall at the harbour must be in place before the end of the year. At the moment they are considering what items should be placed in this. · Lighthouse – Mr Storie is hoping to have a meeting with Mr Cameron Kerr ion the near future. POLICE REPORT. There was no serious crime to report.

COUNCILLORS’ REPORTSCouncillor Goldie reported on the current thinking concerning the need to improve community councils through more local governance. There might be a need for new local responsibility/involvement in financial arrangements. The greater role which Maybole was endeavouring to play in the running of many of its own services was cited as a possible way forward.The subject of the roads came up and our Chairman took the opportunity to express our thanks for the upgrading of the section of the A719 between Haven Craig Tara and the Laigh Kyleston Farm Park, though the treasurer felt it necessary to draw attention to other defects. The substantial pothole on the southbound road just north of Fisherton P.S. and also those at the S-bend at the bottom of the hill on Station Road were mentioned. [the former was repaired within the week following the meeting]mCouncillor Low brought up the subjects of energy referencing “Community Energy Scotland”, and a “Fuel Poverty” conference in Glasgow on the 7th.July. A leaflet on the former was available, and info. on the outcome of the latter would be available if desired.

LINK OFFICER’S REPORT Mrs. Petticrew indicated that because several members of her department were currently suspended her own work load was inevitably much greater and that her future attendance at Dunure C.C. would suffer as a result. At present items which we had drawn to her attention had been dealt with.

MATTERS ARISING Following our Chairman’s above remarks regarding the A719 upgrade, our Secretary would be asked to write expressing thanks to Janice Kelly of the Roads Department.

FINANCIAL REPORT The treasurer circulated copies of the audited financial report. Our D.C.C. Account has a balance of £49.28, and the Community Centre Account stands at £195.42. The Audit fee of £30.00 had been forwarded. This would leave a balance of £19.28 in our account.

OPEN FORUM There was discussion relating to the cost effectiveness of wind turbines, and how much benefit there was for those feeding into the National Grid.

Roy Storie drew attention to the fact that there was to be a site visit to look at the proposed Croy Brae development.

There was a request from Margaret Masterman to see if we would again be willing to donate a prize voucher for the Art Class annual exhibition. A £25 voucher would be purchased. [ Several D,C.C. members later attended the opening night of the show and the prize was awarded to Mrs.Diane Gardner]

Andrew Guthrie requested that SEEPA should re-erect their water quality notice board. [ As we were leaving the Hall it was noted that this had already been done]

Dorothy Ward reported back on her worthwhile and interesting visit to the Carrick Community Council Forum. A sum of £500 was to be made available for each of the smaller local C.C.s. It was felt that there was a greater need to promote South Carrick and develop more of its tourist potential. The joint Carrick Council would cover any future printing costs.

CORRESPONDENCE This was duly dealt with. It was noted that the notification of Tenants and Residents Forum was now out of date. The meeting closed with a vote of thanks to the Chair, who indicated how much we had missed Jean’s expertise.

Before the commencement of our meeting, Mr Peter Mason, Maybole C C spoke on the benefits of our joining the Carrick Community Councils Forum. He advised that there are 11 Community councils in South Carrick, and if we work together it is to our advantage. He also commented on the fact that there is Wind Farm money and other grants available for projects subject ot approval. We have previously been unable to have a representative attend these meetings in Girvan, but Mrs Dorothy Ward has agreed to attend these meetings.

3. POLICE REPORT: P C David Kavanagh attended the meeting and introduced himself as he is new to the Maybole Police Office. The biggest problem at the moment is the theft of metals and also heating oil and he asks that everyone be vigilant and report anything deemed to be suspicious.

4. COUNCILLORS’ REPORT: Councillor Mairi Low spoke (as did Mr Mason) on encouraging tourism to the south west corner from Ayr south which is a beautiful area but often forgotten about. Councillor Low has also visited the police nerve centre in Glasgow to where all our telephone calls are directed. This centre along with CCTV should be an improvement in fast response to incidents.

6. CHAIRMAN’S REPORT: I have enjoyed my first year as Chair of Dunure Community Council.

The first big issue which was continued from the previous year was Balig Farm application for a Holiday Park, which was eventually turned down by the Scottish Parliament.

Probably our main concern has been the condition of the roads, and we eventually had a representative from the roads department at our last meeting. The worst stretch of the A719 is between the Farm Park and Perryston and we were assured this would have a proper resurface job done in the near future.

Mr Kruse has agreed to be our Vice Chair and has also taken over our Website and Mrs Ward is now a full member of our Community Council. Thank you to both.

We are still two members short and should try and recruit to get us back up to full strength.

I would like to thank our Councillor Sandra Goldie and Councillor Mairi Low for their attendance and assistance in our endeavours, and of course our Link Officer,

Mrs Thea Petticrew. Their expertise makes our job a lot easier.

Thanks also to all our members for their commitment and attendance over the year, not forgetting Mr Storie our very able Treasurer and Secretary Mrs Jean McGinn.

　7. MATTERS ARISING: Roads still a problem here and we will ascertain when the stretch from the Farm Park to Perryston is being resurfaced.

8. FINANCIAL REPORT: Mr Storie presented draft Statement of Accounts which showed that at the 31 April 2011 we had a balance of £49.27 which leaves sufficient funds to pay for the audit of accounts.

Community Hall Account Balance stands at £195.98The sum of £2.300 from this account has been lent to Kennedy Hall & Park Committee.

Perryston Farm - Erection of Slurry Store.

10. ANY OTHER BUSINESS:

Concerns expressed about the construction of a new access to Fisherton Farm which is unmade and during wet weather mud and stones are being washed onto road. Councillor Low will look into this.

Mrs Ward asks about the feasibility of speed bumps at the foot of Kennedy Drive. We explained we had looked into this on previous occasions without success, but Councillor Low will find out the up to date rules on speed bumps.

The meeting closed at 9.15pm and the next Meeting will take place on Tuesday 21 June 2011 at 7.30pm. There will be no meeting in July.
