ANNUAL GENERAL MEETING HELD ON TUESDAY 18 MAY 2010 IN KENNEDY HALL, DUNURE, AT 7.30PM

2. Adoption of minutes for meeting of Tuesday 20 April 2010
Proposed by Mr Rod Kruse, Seconded Mr Roy Storie.
3. POLICE REPORT
: Police report advised of the theft of an outboard engine from harbour. No suspects at this time. On 13 May road traffic accident near Dunure Mains. Minor injuries.No other incidents of note. P C Aitken was asked if there was anything further on the truck which parks in the lay by at Cemetery early mornings, but police have been unable to have a word with this driver. Also if anything has been done about the problem of a helicopter landing in the Kennedy Park, as we are concerned about the safety aspect of this.
4. COUNCILLOR’S REPORT
: Councillor Goldie reports things are just settling down after the election and hopefully will have something to report by next month as to how things will move forward. She was advised of the poor condition of Station Road at the turn adjacent to harbour. The whole surface is breaking up. Councillor Goldie again mentioned the lack of funds for road repairs, but will do what she can.
5. LINK OFFICER’S REPORT: Mrs Petticrew confirmed staff for the toilets will soon be in place.
Shrubs at Carrick Place will now be cut back twice yearly by the Council. The fence from Dairy to harbour has been reported to Roads Department who will have a look at this.
It was mentioned that the contractors who were attending to raw sewage in park had used the grassed (where bench is sited) to park their equipment, and Mrs Petticrew will contact Alan Ferguson from Scottish Water to make sure this area is left as it was found.
Mr Findlay mentioned that the multi-play area had one or two breaks in the surface which might cause users to trip. Mrs Petticrew will get someone along to have a look.
6. PAST CHAIRMAN’S REPORT:
Mr Montgomerie reported that there were not so many big issues over the past year, the main concern being the application from Balig for a large holiday park. This is now in the hands of the Scottish Parliament, and we await the result of the Appeal which will be held sometime in June. Thanks must go to Councillor Goldie, Mrs Petticrew, and all the members of the Community council for their commitment and work over the year. Mr Montgomerie wished Phil all the best and hope he enjoys his time as Chair. He also thanked Mr Storie for the excellent administration of our finances, and Mrs McGinn for all her Secretarial work.
7. MATTERS ARISING
Labyrinth: Mr
Guthrie still in the process of looking for funding for fence. Mrs Petticrew has suggested there may be a better route for the steps away from the cliff edge and this may be worth looking at.
Sewage in Kennedy Park:
This remedial work is almost completed.
8. FINANCIAL REPORT: Mr
Storie submitted the Audited Accounts which leaves a bank balance at end of the financial year of £32.24 (Plus Petty Cash Balance of £16.14).

Lighthouse
: Concern has been expressed over condition of lighthouse which is deteriorating every year. Secretary will write to Chairman of Harbour Association asking what is the up to date position on funding and repairs timetable. Mr Storie also is concerned about the children using the lighthouse to jump from into harbour.
Garage Sites
: Secretary has been asked how these are managed. Is there a waiting list? How are they allocated, etc. Mrs Petticrew has given an email address to write and get some information.

spent some time on the Butterfly Garden weeding etc.
Road sign needing repaired at top of Station Road.
Mr Kruse brought to our attention new School bus contractor
is reversing into the bus park at a time when there are lots of children and cars in the vicinity. We feel there is no need for this dangerous manoeuvre as the bus should be able to turn safely without reversing. Secretary will notify police of this.
Mr Guthrie reported the hedge on left of Kennedy Drive going up hill adjacent to Arran View which is overhanging the pavement so much residents are having to walk on the road.

MINUTES OF MEETING ON 20 APRIL 2010:
DUNURE COMMUNITY COUNCIL
Inaugural Meeting of the Community Council following the Triennial Elections was held in Kennedy Hall, Dunure, on Tuesday 20 April 2010. Chaired by Mrs Petticrew, Link Officer.

Welcome
Mrs Petticrew welcomed everyone to the meeting, introduced herself, explained the Election had resulted in the appointment of seven members and proceeded to ask for nominations for the posts of Chair, Vice Chair, Treasurer and Secretary.
2. Election of Office-Bearers
The meeting proceeded to elect Office-Bearers and the following were nominated

Vice-Chair - Angus MacLeod
Secretary - Jean M. G. McGinn
Treasurer - Roy G. Storie
Mrs Petticrew then welcomed everyone to their new positions and handed the Chair over to Mr Philip Findlay.
3. Adoption of Minutes from meeting of 16 March 2010. Proposed Mr Rod Kruse; Seconded Mr Roy Storie.
4. Councillor’s Report: As the General Election is imminent, Council business has slowed down somewhat. There is still the problem of lack of finance to tackle road repairs to name but one area. Councillor Goldie was congratulated on getting at least some of the potholes attended to and we hope this is ongoing.
5. Link Officer’s Report: Mrs Petticrew has contacted various persons in respect of the Labyrinth. The area where the labyrinth is situated comes under a SSSI. Advice has also been sought from planning department. At the end of the day we will have to get the steps made safe, and there may be an alternative route to these. Mr Guthrie is at the moment seeking funding for the hand rail, and Mrs Petticrew will help with materials for the steps and see if she can ger someone to construct these.
Mrs Petticrew advises that her department has been looking into ownership of grass areas which the Council have historically kept tidy. Owing to cut backs of money and labour, anything which does not belong to South Ayrshire Council will no longer be cut. This will not affect Dunure.

Wall bordering park: This has now been satisfactorily completed.

Fisherton School: Mr Guthrie took some of the children on a successful beach clean. Mrs McGinn has arranged to have some of the older children draw Fisherton Church for the Church Newsletter. Mr Guthrie has also been asked about the children helping to tidy up the Butterfly Garden.
7. FINANCIAL REPORT: Mr Storie distributed draft copies of the financial report for Audit. At the end of the financial year we have in our Admin Account the sum of £32.24 which will be enough to cover the Audit expenses. £2493.07 is in the New Hall Account.

These are from the Kennedy Drive gardens, and a resident has already reported this as cars travelling along Carrick Place are getting scratched. Mrs Petticrew will see what she can do here.
Fence on road side below “dairy”. This fence has collapsed (posts rotten) and Mrs Petticrew will get roads dept to look at this.
Helicopter: This has again landed in Kennedy Park, and been reported to police and Altantic House. We are concerned about the safety aspect here as this is a public park and should not be used for this purpose.

While this seems an idea worth considering, it was pointed out that this has never been allowed before. It could result in an increase in litter, and would be in competition with our local businesses. Secretary will write to Kennedy Hall & Park Committee with our comments.
Mrs Dorothy Ward was co-opted on to the Community Council until end of March 2011. This was proposed by Mr Guthrie, Seconded by Mr Adam Montgomerie.

2. Adoption of minutes for meeting of Tuesday 16 February 2010 - Proposed: Mr R Kruse. Seconded: Mr Adam Montgomerie.
3. POLICE REPORT: P C William Deans had nothing to report. Comments were made about the large vehicle which parks in the lay by at the Cemetery early in the morning. The vehicle is causing erosion to the bank adjacent to the cemetery. This has a caused a large muddy hole to form. P C Deans will ask P C Hamil to make the truck driver aware of this problem.
4. COUNCILLOR’S REPORT: Councillor Goldie handed out copies of the most recent Chief Executive’s Bulletin. There has been a positive response to the Regeneration Project in Ayr. There is still no good news on road repairs. Advised Councillor Goldie of the problem of water still running across the road at Lagg Brae. During the frosty weather this had been very icy and may have been the cause of a road traffic accident. Councillor Low spoke of the grants available through Ayrshire Leader and that we may benefit from them. Informed us of CCCF who would like to encourage visitors to visit and stay in the south of the area instead of just passing through. Also spoke about energy saving heating. We advised her that until the hall has had repairs to the roof and other heat saving measures, the search for new heating was on hold.
5. LINK OFFICER’S REPORT: Mrs Petticrew sent her apologies and asked to be contacted with any issues of concern. She has spoken to Mrs Linton about the state of the lay by at the Cemetery but no money available to do anything about this meantime.
6. MATTERS ARISING
Ÿ Labyrinth: Mrs Petticrew’s update on this: The Criminal Justice is unable to construct the steps, also the Labyrinth has been constructed on a Site of Special Scientific Interest, and she has written to the Planning Section for clarification on this. If everything is O K, she may be able to get a local contractor to donate time or money for the construction. Mrs Petticrew will be nable to buy necessary materials.
Sewage: Kennedy Park. Scottish Water confirm there is no problem at the moment, however we will contact them to ask what they will do to permanently solve this as there should now be no raw sewage anywhere in that area.

MEETING HELD ON TUESDAY 16 March 2010. IN KENNEDY HALL, DUNURE, AT 7.30PM.

2. Adoption of minutes for meeting of Tuesday 16 February 2010 - Proposed: Mr R Kruse. Seconded: Mr Adam Montgomerie.
3. POLICE REPORT: P C William Deans had nothing to report. Comments were made about the large vehicle which parks in the lay by at the Cemetery early in the morning. The vehicle is causing erosion to the bank adjacent to the cemetery. This has a caused a large muddy hole to form. P C Deans will ask P C Hamil to make the truck driver aware of this problem.
4. COUNCILLOR’S REPORT: Councillor Goldie handed out copies of the most recent Chief Executive’s Bulletin. There has been a positive response to the Regeneration Project in Ayr. There is still no good news on road repairs. Advised Councillor Goldie of the problem of water still running across the road at Lagg Brae. During the frosty weather this had been very icy and may have been the cause of a road traffic accident. Councillor Low spoke of the grants available through Ayrshire Leader and that we may benefit from them. Informed us of CCCF who would like to encourage visitors to visit and stay in the south of the area instead of just passing through. Also spoke about energy saving heating. We advised her that until the hall has had repairs to the roof and other heat saving measures, the search for new heating was on hold.
5. LINK OFFICER’S REPORT: Mrs Petticrew sent her apologies and asked to be contacted with any issues of concern. She has spoken to Mrs Linton about the state of the lay by at the Cemetery but no money available to do anything about this meantime.
6. MATTERS ARISING
Ÿ Labyrinth: Mrs Petticrew’s update on this: The Criminal Justice is unable to construct the steps, also the Labyrinth has been constructed on a Site of Special Scientific Interest, and she has written to the Planning Section for clarification on this. If everything is O K, she may be able to get a local contractor to donate time or money for the construction. Mrs Petticrew will be nable to buy necessary materials.
Sewage: Kennedy Park. Scottish Water confirm there is no problem at the moment, however we will contact them to ask what they will do to permanently solve this as there should now be no raw sewage anywhere in that area.
