2. Adoption of minutes for meeting of Tuesday 19 January 201

Proposed: Mr R Kruse. Seconded: Mrs Margaret Masterman. (As we did not have a quorum at the beginning of the meeting, the minutes were not adopted until Mrs Masterman arrived later on in the meeting.

3. POLICE REPORT: P C John Hamil phoned with his apologies but reported that there had been no incidents since the previous meeting. Any problems we have should be passed on to him.

4. COUNCILLOR’S REPORT: Councillor Goldie handed out copies of the Chief Executive’s Bulletin in which he sets out the way forward for South Ayrshire Council. We could report that there had been a bit of repair work done on the A719 (large potholes at school etc) but the whole surface area of the road south of the Farm Park is in very poor condition and beginning to disintegrate. Councillor Goldie spoke of the diversion on the A70 as work will be ongoing for about a month between the Holmston and Dobbies roundabouts. The road via Oswald Bridge is particularly bad. The same could be said for the whole country after the severe winter, the roads having been neglected for some time.

5. LINK OFFICER’S REPORT: Mrs Petticrew is now in a position where the council will pay for the materials for the Labyrinth Steps (Community Service will undertake the work) and all Mr Guthrie has to get a grant for is the railing leading down to the labyrinth. This railing must be properly secured to the rock and may need to get advice on this.

Mr Storie commented on the poor condition of the lay-by at the Cemetery which is being eroded by large vehicles. Mrs Petticrew will speak with Ms Linton and ask her to have a look at this.

6. MATTERS ARISING

Ÿ Labyrinth: This was discussed with Mrs Petticrew and will leave the matter with Mr Guthrie..

Ÿ Wall bordering Kennedy Park at junction with Kennedy Drive: ~There is nothing further to report here at the moment as Mrs McCreath (Kennedy Hall & Park Committee is in touch with the two Insurance Companies. Mrs Petticrew would like to be updated as and when there is anything mfurther to report here.

Ÿ CCCF are now holding their meetings on second Tuesday of the month in Girvan, and Mr Montgomerie will try and attend some of these meetings. Copies of the Agenda and Minutes of previous meeting have been given to Mr Montgomerie.

1. Mrs McKinley had a discussion with Mrs McGinn about Fisherton School getting involved with village projects. She asked that we consider this and come up with some ideas. One of these was a beach clean and we will contact Mr Guthrie to see if he will arrange this. Another suggestion was for a community newsletter which the school might get involved in and perhaps have two such newsletter distributed each year. Secretary asked members to come up with some ideas.

3. POLICE REPORT: No report available at this time.

4. COUNCILLOR’S REPORT: Councillor Goldie reported there has been a poor response to the Council’s Community Conversations held in various venues throughout South Ayrshire. Mr Guthrie suggested the title and format may have put some people off from attending these meetings. It was reported to Councillor Goldie that part of Station Road had been repaired but it was pointed out that there was a very large hole on the main A719 adjacent to school (at the bottom of Coal Pit Road).
We have been concerned about the lack of information from British Legion of their attendance at the War Memorial on Remembrance Sunday and advised Councillor Goldie of this. It turned out after Rev Arrick Wilkinson arranging a short laying of wreaths at 2pm, the British Legion had turned up at 1pm without any indication of this to the village or indeed the minister.

5. OPEN FORUM: No members of the public were present.

6. MATTERS ARISING:
Ÿ Labyrinth: We have two applications for grants but no estimate as yet from Mrs Petticrew.
Ÿ Wall at Kennedy Park. Mr Storie commented (in his absence) that the wall had not been repaired very satisfactorily. Will pass this on to Mrs Petticrew but coincidentally there has been a further area of wall damaged adjacent to the newly repaired part.
Ÿ Balig Planning Application: This was delayed until 23 November, but we advised Ms Buchanan it was doubtful if we could have a representative at this meeting.
Ÿ Remembrance Sunday: Mr Montgomerie laid the wreath as agreed but as previously recorded it is unsatisfactory that we cannot get proper information from the British Legion on their attendance.
Ÿ Sewage Seepage in Kennedy Park. This has been cleared by Scottish Water but as there is obviously some underlying problem here, Kennedy Hall & Park Committee will contact Scottish Water for an investigation into this problem.

1. Mr MacLeod concerned about the future of Fisherton School as there may be plans to amalgamate with Doonfoot. Fisherton School needs to be upgraded to meet the needs of the 21st Century with such things as a First Aid Room, Resource Library, etc. Councillor Goldie will find out more about this proposal.

2. Adoption of minutes for meeting of Tuesday 15 September 2009 Proposed by Mrs M Masterman. Seconded Mr A Guthrie.

3. POLICE REPORT: P C Gerard MacLean gave P C Hamil’s apologies but had nothing to report as there had been no incidents during the previous month. The problem of oil leaking from the buses while in the bus park was mentioned and he would try and have a word with the driver. Anyone with any concerns should feel free to contact the Maybole Police Station .

4. COUNCILLOR’S REPORT: Councillor Goldie reported the continuing problem of financial restrictions in the Council. There have been information Workshops owing to the changes in Planning. Again she was informed about the condition of Station Road between the 30mph signs near the Croft and the entrance to Scottish Water’s Treatment Works. There is a large area which is starting to break up. Councillor Mairi Low is arranging for a Poppy Wreath to be delivered to the Secretary.

5. OPEN FORUM: No members of the public were present.

6. MATTERS ARISING:

Labyrinth: Mrs Petticrew reports that there is a problem (Health & Safety) with the steps leading to Labyrinth. She will get us an estimate for the rebuilding of these steps, and suggests we look for funding for this. Both Councillors will look into getting Grant Forms for us for this work. Mrs Petticrew asks that Mr Guthrie tapes off the area to prevent access for the present.

Wall at Kennedy Park. Mrs Petticrew has been able to have this wall repaired which should prevent any further deterioration in it.

Balig Planning Application: Application for two caravans has been approved. The hearing for the large proposed holiday park will take place on Thursday 29 October. Mr Guthrie and Mr Storie hope to attend. However, it has been recommended that this application be refused on 13 counts.

Castle: Railings have now been repaired and Mrs Petticrew confirms the “danger” signs are also now in place. She asks to be informed if any damage occurs to these signs.

Burned out car has now been removed.

Oil in Bus Park - no reply here.

6. MATTERS ARISING:

Ÿ Labyrinth: Mr Guthrie confirmed that the barbecue held on 22 September was a success in spite of showery weather. He was delighted with the evening and thanks everyone for their help and support throughout the construction and at the barbecue. Mrs Petticrew confirms there may be a problem (Health and Safety) with the steps leading down to the barbecue and is awaiting a report on this. She hopes to have this to hand for the next meeting.

Ÿ Limekiln Sign: This will be put in place when Mr Findlay has the time.

Ÿ Wall at Kennedy Park. Mrs Petticrew will hope to have money at a later date to repair this wall, as there is no point in now pursuing the Tow Truck Company due to the length of time since the accident. It is hoped that the wall does not deteriorate any further during the winter months.

Ÿ Balig Planning Application: There is now an application for two caravans at the farm and as Mr Guthrie objected to this originally he will try and attend the planning committee meeting on 16 September. Nothing further to report on the larger caravan park application.

Ÿ Castle: A report has been prepared by the Structural Engineer and Mrs Petticrew confirms that a certain amount of repairs will be carried out on railings and has also ordered signs - “Danger, no access beyond this point” etc. As it was part of the conditions at the time of the castle consolidation that the castle was to be accessible to the public, this is the best that can be done.

Ÿ Mrs Bolton expressed her thanks for the time we gave to her at the last meeting and to the help from Councillor Goldie.

Ÿ A letter of thanks was received from the artist who benefited from the prize awarded to her by the Community Council at the recent Dunure Art Club show.

Ÿ Minutes have been received from CCCF, and we have advised them we will try and get someone to attend even occasional meetings which unfortunately coincide with our own monthly meeting.

ANY OTHER BUSINESS:

1. A local resident has commented on the amount of oil which leaks from the buses while standing at the bus park. Mrs Petticrew suggests we write to Mr Sanderson, Roads Department as this is a Health & Safety issue and is also detrimental to tarmac surface of this area.

2. A burnt out car has been left in a Dunure Mains field for some time, and Mrs Petticrew advises we should contact Mr John Morrison. Cleansing Department, for uplift of same.

3. Mr Findlay and Mr Storie attended the first Planning Meeting which was held in Belmont School and both found this a very interesting evening.

4. Potholes - should be reported if they are deep enough likely to cause damage. Mrs Petticrew commented that the roads department are aware of where the roads are damaged but will only be able to attend to the worst of them.

5. Mr Storie will write to the Planning Department re the proposed plans for 1 Harbour View. The points put forward as an objection are: This is a conservation area and the back of the house where the French doors and dormer will be placed will be very obviously seen from the road.

Meeting closed at 9.00pm and the next meeting will be held on Tuesday 17 November 2009 . (No meeting in December)

Mr Peter Mason and Mr Stuart Lindsey attended this meeting to inform us of the work of Carrick Community Councils’ Forum. As our meeting date coincides with their meeting we have been unable to join this Forum or even attend their meetings. However, they gave us an overview of this forum which was established in 2006 and their aims are to promote Carrick as “The best place to live, work visit and play”. It is their hope that if all Carrick Community Councils can work together they will be able to help one another, share information, take joint action, and use the Forum as a channel of information. It is hoped we will be able to send a representative even to occasional meetings but in the meantime Mr Lindsey will email any relevant information to us. This proved to be an interesting presentation and Mr Montgomerie thanked both for attending.

3. POLICE REPORT

: P C Hamil contacted the Secretary with his apologies and report as follows: Since the last meeting there have been thefts from Dunure Harbour - namely a boat, outboard motor, three barrels of diesel and a hammer drill. Two men were arrested on drugs offences (Carrick Hills)One family domestic dispute.The youths running reported to be running riot at Craig Tara were not in fact resident there but Gangs originating from Ayr who had been camping etc on Greenan Shore.Owing to credit crunch there has been an increase in opportunistic crimes, not necessarily house Breaking and asks everyone to be on their guard.

4. COUNCILLOR’S REPORT

: Councillor Goldie and Councillor Low were advised of the problem of the road surface on Station Road from the 30mph sign down to the entrance to Waste Water Treatment Works. Also advised that although the hedge has been cut there is still no sign of the wall which is supposed to have been built. Councillor Goldie will contact Scottish Water to see what they have to say about this. Councillor Low hopes that a new road laying machine will help the council to do road repairs which are overdue in all parts of the county.

5. OPEN FORUM:

Mrs Anne Bolton attended with her son Richard on the suggestion of Mr Philip Findlay. Mrs Bolton has been trying unsuccessfully to get South Ayrshire Council to help her with the problem of dampness in her house, and also explained about the lack of respite care she gets for Richard, not having had any at all for more than a year. Councillor Goldie took a note of the situation and she will chase this up and see what she can do

MATTERS ARISING:

Site for bench.

Money has now been received from Scottish Water. Mrs Petticrew to be consulted as to how this area should be made up to S A C guidelines. Mr Findlay is aware of this and will keep area tidy until autumn when work will be done to bring this up to standard for South Ayrshire Council who will then keep grass cut.

Labyrinth:

This has now been completed and as there was some money left over, Mr Guthrie hopes to have an official opening evening on Wednesday 2 September, with a barbecue and entertainment with the labyrinth being lit at dusk with tealights in glass jars.

Limekiln Sign:

Mrs Masterman has spoken with Mr Tom Craig, owner of this construction and he is agreeable for the sign to be re-erected carefully without any damage to stonework

Wall at Kennedy Park.

Mrs Petticrew is dealing with this and it trying to contact the owners of the Tow Truck. It was suggested to her that the stone mason who will be working on the park barbecues will undertake this repair at a cost of £900, but as South Ayrshire Council does not have this kind of money at present it will have to be left at the moment.

Balig Planning Application:

Mr Guthrie and Mrs McGinn attended a meeting in Kennedy Hall with Balig Farm neighbours who are very much against this development. We advised that as a Community council we had objected to this and Mr Guthrie suggested it was now time to go to Ayrshire Post for an article to let everyone know the extent of this development. A leaflet drop is planned and it has been suggested that objections can now be made via email to S A C. They will keep us updated on this.

We are now looking

for another temporary co-optee from now until end of March 2010. If anyone is interested please let us know.

Mr Montgomerie, Mr Guthrie, and Mrs McGinn

attended the preview of Dunure Art Class Annual Show. The standard of the work was high and with difficulty they chose a painting, the artist of which received a Drawrite Voucher donated by Community council. A letter of thanks was received from Mrs Masterman.

Castle

: As a result of a letter to South Ayrshire Council, the castle has now been inspected and at first did not seem to think there was much of a problem here. However, Mr Findlay had a meeting with Mr John Gamble and took him round the castle pointing out the areas where it was accessible to members of the public but obviously not very safe. A report will be prepared as to work needing undertaken.

A letter of thanks has been sent to Mr Eaglesham

for his years of dedication to the Community Council.

Mrs McGinn spoke about the need to register Septic Tanks which is apparently an EU directive which came into force in 2006. This costs £76 online and £103 if done by post. The charges were waived between November 2008 and May 2009 but no-one seems to have been informed about this and in a phone call to SEPA Secretary was advised the Newspapers did not think this was worth printing.
